Hi, i'm not complety sure about PSP.
But i can tell you what do you need to run tuxguitar:
1* Java Runtime
2* SWT library available for your platform.
As i was reading, "PSPKVM" is a Java Runtime but for J2ME (micro edition, allmost used by movile phones)
What you need is a normal java runtime.

Lots of hombrew, even a excelent sequencer like rithm 7 but nothing to play tabs.
is posible port tuxguitar to javaME or something to put work in PSP.

javaME don't support allmost standard JRE features.
so you can't port an application.
you need "rewrite" all as it was a new application.
a new widgets/behavior design..
it's not so easy.
