There is a bug on a lastest version that when you save file to .gp5 or export it to midi and open (import) it again every note has the same velocity.

I can't exactly understand..
tuxguitar don't have any feature to allow set the note "velocities"..
Maybe you talk about the "Gain" at Mixer dialog ?
if yes.. it's not a bug.. gp* file format don't have support for that feature.. so it can't be stored on the file. ( same happend with a midi file )

mmm, i maybe you talk about "dynamics" ?
I'm looking they aren't saved on GP5.. i fixed it now on SVN version.
