can i slow down the existing gp4 file or can i change the tempo of the existing gp4 file

yes you can. menu Composition then click tempo. and change the tempo as you want it to be.
you can also click on the stopwatch, which is on the right of the tool bar

did you mean to slow down the entire song?

if yes press F9 there choose your speed and the bars you want to practice
