TuxGuitar is written in Java, so you need either a JVM, or native Java compiler, for the target OS. A port of any other kind would be a complete rewrite.
It is more important for Haiku to be able to run Java. A casual search suggests it doesn't, but with openJDK or other solutions maybe it will.
